KUALA LUMPUR - The Public Accounts Committee (PAC) has recommended that the Ministry of Domestic Trade and Cost of Living (KPDN) conduct a review of the entire cooking oil supply chain and reduce the quota by 60,000 metric tonnes per month.PAC deputy chairperson Teresa Kok said this was among eight recommendations made based on the results of the investigation during the proceedings on the management of cooking oil price controls and subsidies to be in line with actual domestic needs to avoid leakage and waste of public funds."KPDN should review the subsidy rate of RM600 per metric tonne to packaging companies to be more reasonable and competitive in line with current operating costs to save public funds, she said at a press conference in Parliament today.She said 10 proceedings were held from August 5 to October 15 last year by calling witnesses including from KPDN, the Malaysian Islamic Development Department (JAKIM) and the Home Ministry (KDN) to give evidence following the Auditor-Generals Report (LKAN) 2/2025 which found that the management of cooking oil price controls and subsidies was unsatisfactory.She said that as a result of the investigation, PAC concluded that the Cooking Oil Price Stabilisation Scheme (COSS) quota was set at 60,000 metric tonnes per month while the actual domestic needs of Malaysians were estimated at around 19,000 to 30,000 metric tonnes per month."The absence of a targeted distribution mechanism has caused the government subsidy funds of RM10.879 billion for the period 2019 to February 2025 to not fully reach the target group, where one-kilogramme packets of cooking oil are often misused by ineligible parties, including foreigners and commercial sector operators," she said.According to her, there are two packaging companies that still do not have halal certificates out of the total nine packaging companies raised by the auditors, which should not have happened because JAKIM has improved the halal certification process.In addition, the proceedings found that there were serious weaknesses in the management of spoiled cooking oil stocks because there was no specific standard operating procedure (SOP) to manage spoiled cooking oil at the packaging company level, which resulted in the government still bearing the subsidy on spoiled stocks that would not reach consumers."Ineffective monitoring at the retailer level has resulted in the practice of conditional sales, stock hoarding, and sales above the RM2.50 control price becoming increasingly prevalent in the market, she said.She said the market share of subsidised cooking oil at the refining level was found to be unbalanced, with 67 per cent of the quota controlled by foreign companies while the involvement of local government-linked companies (GLCs) such as FGV and SD Guthrie was only 10.6 per cent, while the rest was by local companies."The profit margin for repackers who received a subsidy of RM600 per metric ton was seen as too high compared to the actual processing cost which was much lower, thus increasing the burden of government subsidies without a reasonable justification for operating costs, she said.She said the PAC also proposed that KPDN ensures subsidy payments to packaging companies are only made on undamaged cooking oil stocks to reduce unnecessary excessive subsidy payments.In addition, she said the government needs to accelerate the transition from bulk subsidies to fully digital targeted subsidies through the Cooking Oil Price Stabilisation Scheme System (eCOSS) to ensure that assistance is only enjoyed by eligible citizens and to prevent manipulation by irresponsible parties."The government needs to study the possibility of redistributing the cooking oil refining quota by giving priority to competitive local companies to reduce the dominance of foreign companies, she said.Earlier, the PAC presented the PAC Statement on the Management of Price Control and Cooking Oil Subsidies under KPDN, which among other things outlined recommendations for immediate action by the government

KUALA LUMPUR - Lembaga Penyatuan dan Pemulihan Tanah Persekutuan (FELCRA) digesa supaya mematuhi sepenuhnya prosedur operasi standard (SOP) baharu bagi perolehan ladang sawitnya.Pengerusi Jawatankuasa Kira-Kira Wang Negara (PAC), Datuk Mas Ermieyati Samsudin berkata, langkah itu penting bagi memastikan kelestarian pelaburan dan mengelakkan sebarang risiko pada masa akan datang.Selain itu katanya, pematuhan tersebut bagi menjamin kestabilan kewangan jangka panjang syarikat berkenaan."PAC mengambil maklum berhubung penambahbaikan SOP pemerolehan tanah atau estes baru oleh FELCRA yang kini mewajibkan laporan penilaian daya maju perunding luar dibentangkan kepada Lembaga Pengarah."FELCRA juga sudah menetapkan tempoh bertenang atau cooling off period selama 15 sehingga 30 hari untuk memeterai perjanjian bagi mengelakkan keputusan dibuat terburu-buru."Namun, PAC menegaskan pematuhan SOP ini amat kritikal memandangkan keberkesanannya masih belum teruji kerana tiada perolehan aset komersial baharu dilaksanakan," katanya ketika sidang akhbar di Pusat Media Parlimen di sini pada Rabu.Jabatan Audit Negara sebelum ini memberi syor kepada lembaga berkenaan susulan dapatan pengauditan Laporan Ketua Audit Negara (LKAN) 2/2025 yang dibentangkan di Dewan Rakyat tahun lalu berhubung isu kelemahan tatakelola dalam pemerolehan empat ladang sawit komersial.Mengulas lanjut, Mas Ermieyati berkata, PAC turut mengambil maklum keputusan FELCRA menangguhkan sebarang perolehan land bank komersial baharu bagi mengurangkan bebanan kewangan yang mana keutamaan kini disasarkan kepada Program Tanam Semula Estet dengan peruntukan RM52 juta membabitkan 1,846 hektar.Selain itu katanya, PAC menyambut baik inisiatif pemulihan ladang kurang berdaya maju yang mula membuahkan impak positif."Memandangkan kebergantungan FELCRA terhadap tenaga kerja asing masih mencecah 90 peratus, PAC mengambil maklum strategi jangka sederhana dan panjang syarikat."Ia merangkumi pelan mekanisasi komprehensif, pemberian insentif khusus, serta penaiktarafan kediaman pekerja bagi menarik penglibatan tenaga tempatan," katanya.Dalam pada itu, pihaknya juga mengambil maklum semakan semula pengiraan Unjuran Pulangan Pelaburan (ROI) untuk empat estet komersial (Estet Telupid, Dabong, Sungai Rawit 2 dan Aring) menggunakan andaian harga minyak sawit mentah (MSM) yang realistik dan mengambil kira faktor umur.Katanya, perubahan kos operasi dan keperluan program tanam semula secara besar-besaran menganjakkan titik ROI Estet Telupid dari tahun ke-9 kepada tahun ke-19 (2040).

BENTONG [DIKEMAS KINI] Seorang lelaki maut manakala anaknya cedera parah selepas motosikal yang ditunggang mangsa bertembung dengan sebuah kenderaan pacuan empat roda di Kilometer 15, Jalan Utama Mempaga, di hadapan Sekolah Menengah Agama Persekutuan di sini pada malam Selasa.Dalam kejadian kira-kira jam 10.48 malam itu, mangsa, Zuiful Arimey Zainal Abidin, 33, yang menunggang motosikal Yamaha Y15ZR disahkan meninggal dunia di lokasi kejadian.Ketua Polis Daerah Bentong, Superintenden Zaiham Mohd Kahar berkata, kemalangan itu membabitkan sebuah Toyota Hilux yang dipandu seorang lelaki berusia 43 tahun dan sebuah motosikal yang ditunggang mangsa bersama seorang kanak-kanak lelaki berusia enam tahun sebagai pembonceng.Menurutnya, siasatan awal mendapati kedua-dua kenderaan itu sedang bergerak dari arah yang bertentangan."Pada ketika itu, Toyota Hilux dalam perjalanan dari Kuala Lumpur menghala ke Raub dan pemandunya dipercayai memotong beberapa buah kenderaan di kawasan garisan berkembar apabila tiba di lokasi kejadian."Kenderaan itu kemudian memasuki laluan bertentangan sebelum bertembung dengan motosikal yang datang dari arah bertentangan."Akibat perlanggaran itu, penunggang motosikal mengalami kecederaan parah di bahagian kepala serta kecederaan pada tangan dan kaki sebelum disahkan meninggal dunia di tempat kejadian," katanya dalam kenyataan pada Rabu.Beliau memaklumkan pembonceng motosikal iaitu kanak-kanak lelaki itu mengalami kecederaan parah pada kaki kiri dan kini menerima rawatan di Hospital Bentong.Tambahnya, pemandu dan penumpang Toyota Hilux tidak mengalami sebarang kecederaan.Menurut Zaiham, hasil siasatan awal mendapati kemalangan dipercayai berlaku apabila pemandu Toyota Hilux memotong kenderaan di kawasan garisan berkembar dan memandu secara melulu atau berbahaya sehingga menyebabkan kemalangan jalan raya."Kes disiasat mengikut Seksyen 41(1) Akta Pengangkutan Jalan 1987," ujarnya.Dalam pada itu, Zaiham berkata, pemandu Toyota Hilux itu telah ditahan dan permohonan reman mengikut Seksyen 117 Kanun Prosedur Jenayah akan dibuat bagi membantu siasatan."Ujian saringan air kencing yang dijalankan mendapati keputusan negatif, manakala sampel darah telah diambil untuk analisis lanjut."Siasatan diteruskan bagi melengkapkan keterangan dan mengenal pasti punca kejadian secara menyeluruh," katanya.Sehubungan itu, beliau menasihatkan semua pengguna jalan raya supaya sentiasa mematuhi peraturan lalu lintas dan tidak memandu secara berbahaya sehingga membahayakan pengguna jalan raya lain.
