sustainable Southeast Asia. These summits are a testament to the importance of dialogue and diplomacy, and are an integral part of ASEANs journey toward deeper integration, enabling a unified regional response to global shifts. High on agenda of the summits was the progress made on the work in crafting the ASEAN Community Vision 2045 and its strategic plans, which will guide the region for years to come. As ASEAN approaches the completion of the Community Vision 2025, it has commenced charting its future direction for the next two decades, emphasising resilience, connectivity, inclusivity, and sustainability in response to emerging geopolitical and geo-economic challenges and strategic opportunities. It is in this context that the ASEAN Leaders Declaration on the Development of Strategic Plans to Implement the ASEAN Community Vision 2045 was adopted. ASEAN centrality stood at the heart of the summits outcomes. Through the ASEAN Leaders Declaration on the ASEAN Outlook on the Indo-Pacific for the Future Ready ASEAN and ASEAN-Centred Regional Architecture, leaders reaffirmed ASEANs role as the driving force in shaping the regional architecture. They stressed the need for unity in navigating shifting geopolitical and economic landscapes. In engagements with ASEANs partners, leaders underscored the importance of multilateralism, international law, and advocated for dialogue, diplomacy and strategic trust to address global challenges, including developments in the South China Sea, the Korean Peninsula, Ukraine, and the Middle East, advocating for peaceful resolution. On Myanmar, they deeply explored how best to move forward along a Myanmar-owned and Myanmar-led process in dealing with the situation, emphasising that Myanmar remains a member of the ASEAN family. Myanmars sending of a non-political representative to the summit is seen as an indication of Myanmar complying with the Five Point Consensus, ASEANs main reference in addressing the political situation in Myanmar. Economic integration and connectivity were also paramount on the agenda. Leaders recognised that deepening integration is crucial for ASEANs global competitiveness. Alongside the implementation of the Regional Comprehensive Economic Partnership, the worlds largest FTA, the summits also saw the substantial conclusion of the ASEAN-China FTA upgrade negotiation, while the ongoing modernisation of the ASEAN Trade in Goods Agreement, the FTA negotiations with Canada, and the review of our FTA with India are instrumental in fortifying the regions trade network and supply chain resilience. The adoption of the Declaration on Supply Chain Efficiency and Resilience reinforces these efforts, strengthening regional connectivity, accelerating recovery, and fostering sustainable growth. Digitalisation and sustainability were other central themes shaping the summits agenda. ASEAN is advancing its digital transformation with initiatives like the ASEAN Digital Master Plan 2025 and the current negotiations for the ASEAN Digital Economy Framework Agreement, which could double the regions digital economy to $2 trillion by 2030. Sustainability was equally prioritised, as leaders reinforced the need for growth aligned with environmental stewardship. The summits also highlighted critical areas for enhancing resilience in the region, such as health architecture, labor migration, and the protection of women and children. Leaders adopted declarations to strengthen biosafety and biosecurity and coordination during public health emergencies. Other important declarations adopted focused on advancing the care economy, preventing child labourincluding elimination of its worst formsand enhancing the skills, mobility, and protection of migrant workers. ASEAN leaders recognised the pivotal role of Southeast Asias 213 million youths in shaping the regions future, calling for their voices to be integrated into the ASEAN Community Vision 2045 and Strategic Plans. They encouraged youth-driven solutions and innovation in areas such as AI, digital connectivity, fintech, climate change, and cross-cultural dialogues, recognising their potential to spur economic growth and sustainable development. As we reflect on the outcomes of the 44th and 45th ASEAN Summits, it is evident that ASEAN is committed to building a future that is connected, resilient, and inclusive. The region is actively crafting a long-term vision, driving digital transformation, and advancing sustainability initiatives to tackle future challenges and seize emerging opportunities. According to Nazaruddin & Duerrast (2021), Peninsular Malaysia recorded 59 earthquakes between 1922 and 2020. In East Malaysia, Sabah in particular reported 67 light to moderates earthquakes between 1900 and 2019 (Tongkul, 2021). Some might think that 59 earthquakes in 98 years is not enough to raise public interest, or that Sabahs earthquakes are an issue specific to Sabah, requiring additional attention only there. The sudden spike in seismicity and intraplate earthquakes, according to researchers, could be due to fault reactivation triggered by multiple interplate earthquakes near Sumatra (Nazaruddin & Duerrast, 2021). This explanation holds up. After the September 2007 Sumatra earthquake (magnitude 8.4), Malaysia experienced nine earthquakes with magnitude ranging from 2.7 to 3.4 within the span of November 30 to December 31. Another such instance was after the September 2009 Sumatra earthquake (magnitude 7.6), where Malaysia recorded nine earthquakes of magnitudes ranging from 0.9 to 3.0 between October 7 and November 30. These earthquakes are harmless due to their low magnitude on the Richter scale, as anything below a magnitude of 5.0 is less likely to cause any damage. After the 2015 tragedy in Sabah, the government introduced the National Annex: 2017 and adopted Eurocode 8, which is essentially a building code and standard for developers to follow to ensure their buildings are earthquake-resistant. The National Annex: 2017 also included a seismic hazard map, showing the peak ground acceleration (PGA) of different part of Malaysia. Combine with our knowledge of fault lines, this map can be used not only for land-use planning but also to identify which areas of Malaysia are more likely to experience earthquakes strong enough to cause significant damage. In Peninsular Malaysia, the highest PGA recorded is 9%g in various locations, including Manjung in southern Perak and Bukit Tinggi, northeast of Kuala Lumpur. The capital, Kuala Lumpur, has a PGA value of 7%g. In Sarawak, the highest PGA recorded at 9%g in Niah, with the majority of the landmass recording PGA values lower than 4%g. However, in Sabah, most of the land mass has recorded PGA values above 4%g, with Ranau, Lahad Datu and Kudat reporting 15%g, 16%g, and 14%g, respectively. According to the Department of Mineral and Geoscience (JMG), any earthquake with a PGA value above 6%g could damage ordinary buildings, forming large cracks that affect their stability. Earthquakes with PGA values above 12%g risk causing severe damage to ordinary buildings, including broken frames and beams. Therefore, dismissing the threat of earthquakes would be irresponsible, given the potential damage they could cause. The National Annex: 2017 set standards for developers to ensure all buildings constructed thereafter are capable of withstanding earthquakes to a certain extent. However, buildings that were built and approved before the publication of the standard in 2017 are unlikely to be earthquake-resistant. This means that any building approved or constructed between 2017 and 2021 was not required to fully adhere to the standard, which raises the possibility that some newer buildings may not be earthquake-resistant. An inspection to assess whether buildings can withstand earthquakes is essential, and for those that are not earthquake-resistant, there is a need to strengthen them to improve their structural stability. This will be a particularly large-scale operation, requiring a massive amount of manpower. Thus, given that many areas with high PGA values are also densely populated, it would be more prudent to begin with those areas, as high PGA values are often associated with higher earthquake magnitude and intensity. In addition to seismic retrofitting of old buildings, it is also necessary to educate the public about the potential dangers beneath our feet. Studies have shown that disaster preparedness greatly enhances a communitys ability to cope during a disaster and speeds up the recovery afterward (Kamarudin et al., 2023). However, they also discovered that individuals who have never experienced an earthquake are significantly less prepared compared to those who have faced one before. Relevant agencies, whether the National Disaster Management Agency (NADMA), the Malaysia Meteorology Department (MMD) or others, need to intensify education programmes, especially in schools located in high-PGA areas like Ranau, Lahad Datu and Bukit Tinggi. Unfortunately, in terms of earthquake mitigation and preparedness, strengthening buildings and increasing public knowledge are the only viable approaches, as scientific prediction and forecasting of earthquakes are considered highly improbable. Although scientists are experimenting with machine learning to improve data analysis for earthquake prediction, its practicality is still under intense scrutiny. Thus, relevant agencies and first responders must be well-equipped and prepared for search-and-rescue missions should such a tragedy occur. As much as the public would want to believe that earthquakes are not a concern for Malaysia, scientific evidence suggests otherwise. By July 29, we had resolved the initial cases, and on Aug 1, we reopened for new requests, including older ones that felt the need to apply again. This amounts to 22,893. As of Oct 21 this year, 15,029 household heads or 65.6 per cent of the hardcore poor cases have been resolved, and we will continue to work on addressing the remaining cases, he said. The Prime Minister said the cooperation between federal and state government agencies has contributed to the increase in new registrations for the hardcore poor, thus facilitating the governments efforts to lift them out of poverty. Regarding the mechanism used, Anwar, who is also the Minister of Finance said the government has shifted from using household income to per capita income as a more accurate way to assess the actual earnings of the people. We have revised the previous governments approach to using per capita income based on new information, including from the Cost of Living Council, as well as dialogues and engagement sessions with state governments. This is not a perfect approach, but based on the figures provided, we have completed our goals for the first year. An additional 22,000 cases are nearly resolved, and I am confident they can be completed, he said. In response to a supplementary question from Syed Saddiq Syed Abdul Rahman (MUDA-Muar) regarding the threshold for individual income levels that qualify for cash assistance, Anwar said the matter would be reviewed, taking into account the rising cost of living. Regarding the proposal to set the income threshold, we will examine new proposals and consider the need to increase the threshold based on living cost, he said. Syed Saddiq suggested that the government incorporate into law amendments regarding the setting of income thresholds requiring it to be conducted regularly and consistently, for example, in accordance with the countrys inflation rate on an annual basis or every three years. The projection for savings may more or less, but so far we have not set a definitive amount, except for the additional allocation of RM3 billion for the poor through the Rahmah Cash Contribution (STR) and increased funding for education and health, he said. Under the 2025 Budget, the government has provided the highest increase for the STR and the Basic Rahmah Contribution (SARA), raising it to RM13 billion from RM10 billion. This increase benefits nine million recipients or 60 per cent of the adult population in the country.

In addition, the publications are accusing Perplexity of harming their brand by citing information that never appeared on their websites. The company's AI can hallucinate, they explained, and add incorrect details. In one instance, it allegedly attributed quotes to a Wall Street Journal article about the US arming Ukraine-bound F-16 jets that were never in the piece. The publications said they sent a letter to Perplexity in July to raise these legal issues, but the AI startup never responded. Various news organizations have sued AI companies in the past for copyright infringement. The New York Times , as well as The Intercept, Raw Story and AlterNet , sued OpenAI for using their content to train its LLMs. In its lawsuit, the Times said OpenAI and Microsoft "seek to free-ride" on its massive investment in journalism. Cond Nast previously sent a cease-and-desist letter to Perplexity to demand that it stop using its publications' articles as responses to users' queries. Sido from captivity in Gaza by the IDF, in a joint operation also involving the US Embassy. Fawzia has been returned to her family in the Sinjar area of northern Iraq. This week, she sat for her first filmed interview since her liberation. Alan Duncan, a former British soldier and volunteer fighter with the Iraqi Kurds who is now a documentary film-maker, was part of a small group of people in Israel made aware of Fawzias plight in July. He was involved in subsequent efforts to lobby the Israeli authorities to act to free her. (Full disclosure: I was also a part of this group.) Because of this involvement, the Sido family decided to grant Fawzias first recorded interview to Duncan. Parts of the interview were published by the Sun newspaper based in the UK this week. Because of my own involvement on the matter, I have also been able to view the full two hour recording of the conversation between Alan Duncan and Fawzia Sido. They showed us pictures of beheaded babies, and said these are the kids that you ate now. It contains new details of her story which are immensely informative both regarding Fawzias personal plight, and with regard more generally to the experiences of the Yezidi children enslaved by the Islamic State organization in 2014. Throughout the interview, Fawzia Sidos tone is calm and matter of fact. She relates, nevertheless, as will be outlined here, details of an encounter with evil of a nature almost beyond the ability of the human mind to process. At certain times during the interview Duncan, a former combat soldier and veteran of more than one war, is almost unable to continue. Fawzia remains calm throughout, pausing to share jokes with members of her family. Fawzia Sido, aged 9, was captured with two of her brothers by Islamic State in the summer of 2014. Following their capture, she and one of her brothers, Fawaz, were made to take part in a forced march from Sinjar to Tal Afar, at that time under the control of Islamic State. The journey took three or four days, during which time the Yezidis were given no food by their captors. On arrival to Tal Afar, according to Fawzia, They told us that they would give us food. They made rice and they gave us meat to eat with it. The meat had a weird taste and some of us had stomach aches afterwards. When we were done, they told us that this was the meat of Yezidi babies. They showed us pictures of beheaded babies, and said these are the kids that you ate now. One woman suffered heart failure and died shortly after. The mothers of these babies were there also. One mother recognized her own baby because of its hands. And to the interviewers mute sounds of horror, she continues Its very hard, but it wasnt our fault. They forced us. But its very hard to know that it happened. But it was not in our hands. The accusation that Islamic State fed human meat to Yezidi captives has been made before, though this has never become one of the widely known elements of the ISIS story in the west. Perhaps the human mind simply and instinctively recoils from such depravity, and as a result it goes un-recorded. Vian Dakhil, a Yezidi member of the Iraqi parliament, was the first to reveal details of this practice by ISIS, in 2017. Dakhil related a testimony she had collected similar in its details to that given by Fawzia Sido. Dakhil revealed these details in an interview given to the Egyptian Extra News Channel, which was then translated by Memri. After Tal Afar, Fawzias story conforms more closely to the known details of the experiences of Yezidi female children in the hands of ISIS. She was held for 9 months in an underground jail along with around 200 other Yezidi women and children. Some of the children held there died from drinking contaminated water, she tells Alan Duncan. During that time, she had no contact with her jihadi captors, except that she remembers that from time to time, they would come and take older girls who they evidently found attractive from the vault. After nine months, she was taken to a building that she remembers resembled a school. From there, she and four other Yezidi girls were purchased by a man named Abu Mohammed al-Idnani. The girls were then forcibly converted to Islam. Beatings were administered to any who refused to obey. Fawzia was given to a man who first raped her when she was 10 years old. She remembers being sold on five times, to a Syrian, a Saudi, another Syrian, and then finally to the Gazan jihadi fighter who married her. She knew him by his nom de guerre of Abu Amar al Makdisi. Makdisi is the generally preferred term among the jihadis for a Palestinian Arab Muslim. It relates of course to the Islamic term for Jerusalem Bayt al Makdis. Fawzias husband, however, was a Gazan, not a Jerusalemite. Fawzia seems to have been 15 or 16 when married to the Gazan jihadi. As a result of repeated rapes, she bore him two children, a boy and a girl. Contrary to earlier reports Abu Amar al-Makdisi was not killed in the Islamic States last stand at Baghouz in the lower Euphrates River Valley, in 2019. Rather, he was captured by Coalition forces, and imprisoned in one of the jails run in Syria by the US aligned Syrian Democratic Forces. Fawzia and her children were taken to the SDF controlled prison camp for IS families at al-Hol. From there, the jihadis transferred them in an escape to Islamist controlled and Turkish supported Idleb Province. She and her children were then taken through a tunnel from Idleb into Turkey. There, the Islamic State network issued her with a false Jordanian passport, and she and the children were taken by her husbands family to Cairo, and then into Hamas controlled Gaza. Appropriate vengeance for the things Fawzia Sido experienced and witnessed must surely lie hidden yet further, and deeper. In Gaza, Fawzia was kept as a kind of domestic slave by her husbands family. She appears at a certain point to have been married to one of his brothers, who was later killed in the fighting between Israel and Hamas. For a while, she was resident with other young women at the Shuhada al Aqsa Hospital in Dir al Balah, in central Gaza, a facility controlled by armed Hamas men, according to her testimony. Finally, as is now well known, thanks to the efforts of her family, a Canadian Jewish philanthropist, her supporters in Israel, and the IDF, she was rescued in early October and returned to her family in Iraq. Her children remain with al-Makdisis family in Gaza, where they are being raised as Arab Muslims. Fawzia concludes her testimony in simple and clear terms; Until I got back to Iraq, I was all the time a Sabaya, also in Gaza. Program latihan dan inisiatif pembangunan kemahiran harus seiring supaya dapat memanfaatkan kan potensi teknologi sepenuhnya.Diharapkan dengan usaha ini lebih ramai tenaga kerja tempatan akan terlibat di dalam industri pembinaan ini yang sering diklasifikasikan sebagai dirty, dangerous, difficult (3D). Inisiatif ini juga tentunya akan dapat mengurangkan kebergantungan sektor pembinaan kepada pekerja asing.Kemudahan myBIMKementerian Kerja Raya (KKR) sentiasa menyokong ekosistem digitalisasi negara lebih-lebih lagi menjadikan BIM sebahagian dari Dasar Pembinaan Negara.Pelan Strategik JKR 2021-2025 menyasarkan untuk melaksanakan BIM dalam 90 peratus projek bernilai melebihi RM10 juta.Antara tahun 2021 dan 2024, Jabatan Kerja Raya (JKR) telah berjaya mengintegrasikan BIM ke dalam 455 projek merangkumi pelbagai peringkat perancangan, reka bentuk dan pembinaan.Usaha ini didukung melalui penubuhan Unit BIM di bawah Cawangan Pengurusan Aset Bersepadu (CPAB) dan JKR pada tahun 2012 bagi mengadaptasi BIM dalam projek bangunan kerajaan secara berperingkat.Unit BIM ditubuhkan di bawah Cawangan Jalan (CJ), JKR pada tahun 2018 bagi infra jalan raya. Unit ini juga menjadi sumber rujukan, khidmat nasihat dan perkongsian kepakaran kepada agensi kerajaan, pusat pengajian tinggi dan penggiat industri pembinaan.Sebuah lagi agensi di bawah KKR iaitu Lembaga Pembangunan Industri Pembinaan Malaysia (CIDB) telah melancarkan myBIM pada 20 November 2017 iaitu pusat sehenti pertama negara berfungsi sebagai pusat sumber untuk mempromosikan dan meningkatkan penggunaan BIM dalam kalangan penggiat industri pembinaan.Pusat myBIM menyediakan kemudahan, peralatan dan perisian yang merangkumi bilik seminar dengan sistem audio visual yang lengkap bagi program latihan serta akreditasi kemahiran.Selain itu, CIDB turut menyediakan Studio myBIM yang dilengkapi stesen kerja BIM dengan kapasiti 22 orang serta Makmal myBIM yang terdiri daripada bilik latihan dengan panel sentuh yang besar dan 20 stesen kerja.Semua perisian dan peralatan BIM di pusat berkenaan ditawarkan secara sewaan harian bagi menggalakkan dan membolehkan penggiat industri memanfaatkan teknologi BIM tanpa perlu pelaburan yang tinggi.Pada 13 Julai 2023, CIDB telah melancarkan National BIM eSubmission Initiative (NBeS) bersempena dengan Majlis Perasmian KL BIM Day 2023. Sistem NBeS merupakan penanda ukur bagi tahap kemajuan dalam sistem semakan dan kelulusan Pelan Bangunan oleh pihak berkuasa tempatan.Sistem ini juga berpotensi menjadi salah satu sistem Pemeriksa Auto pertama di dunia. Melalui NBeS, pelan bangunan boleh diserahkan dan disemak secara digital melalui BIM bagi meningkatkan kecekapan proses kelulusan.Antara projek di Malaysia yang telah dibina menggunakan BIM ialah Bangunan Merdeka 118, Kuala Lumpur; Institut Kanser Kebangsaan di Putrajaya dan bangunan Suruhanjaya Pencegahan Rasuah Malaysia di Shah Alam, Selangor.Projek lain ialah Educity Sports Complex di Nusajaya, Johor; Hotel Ancasa di Pekan dan Klinik Kesihatan 5 Maran, Pahang; Sekolah Menengah Kebangsaan Meru Raya, Ipoh, Perak.Terdapat enam institut pengajian tinggi di Malaysia menawarkan kursus dan fasiliti BIM seperti Universiti Malaysia Perlis (UniMAP), Universiti Malaysia Pahang (UMP) dan Universiti Sains Malaysia (USM).Selain itu, Universiti Malaysia Sabah (UMS) Investment Holdings Sdn Bhd, Universiti Teknologi Malaysia (UTM) dan Swinburne Sarawak Sdn Bhd serta terdapat satelit BIM di enam Akademi Binaan Malaysia (ABM) seluruh negara.BIM juga dilihat mampu membantu kontraktor dan pemaju mengelakkan kos dan masa tambahan yang dihadapi sepanjang tempoh pembinaan. PETALING JAYA: Hamidis Comrades in Charity (HCIC) recently marked its fifth year in rendering support to the underprivileged, a tradition that began during the Covid-19 pandemic, with a total of RM13,650 distributed to needy families and students ahead of the upcoming Deepavali celebrations

added that the group began by distributing two chickens per family during the pandemic, and progressed to providing aid in the form of goods or food items. But this year, HCIC shifted to providing cash to recipients as they prepare for Deepavali. A total of 54 families received RM200 each, while 15 students from Sekolah Menengah Kebangsaan Raja Mahadi and Sekolah Kebangsaan Batu Unjur in Klang were given RM150 each, he said. Additionally, Seva Gurukulam in Rawang, a centre that helps children excel in education, received RM800 to host a feast for disadvantaged children. By providing cash, HCIC aims to give each family the flexibility to prepare for the festival according to their needs, ensuring they can buy food, clothing or other household items. Hamidi said HCIC appoints 10 persons-in-charge (PIC) to manage the selection of families in need of assistance and play a critical role in ensuring that aid reaches those who genuinely require help. He added that the selection process involves responding to requests for aid and conducting site visits to assess the background and needs of the families, with periodic assessments conducted to monitor the progress of the families. One PIC in Nilai received RM1,000 on behalf of five families, while (another) collected RM2,000 for 10 families in Ampang. Hamidi said the primary challenge for HCIC is maintaining and building public trust, particularly involving those who donate to the cause. During festive seasons, the demand for funds increases, and this requires us to work even harder to approach new potential donors. However, thanks to HCICs strong track record, donors feel assured that their contributions are being directed to those who genuinely need help and we consistently demonstrate transparency and accountability. Hamidi also said open communication channels reassure donors that their contributions are making a real impact, adding that HCIC has gained confidence from donors as it reports to them weekly on its collection and distribution activities. We have developed a strong network, and many individuals are eager to volunteer their time and resources to assist us in providing financial aid to anyone in need, regardless of race or religion. The state government places great importance on inclusive urban planning and development that prioritises the peoples well-being. The First Selangor Plan was formulated to make Selangor a smart, livable and prosperous state by 2025. He said the professions role is crucial to shaping the countrys development policies and planning has been implemented to ensure no group is left behind, aligning with the principles of Malaysia Madani and the countrys Sustainable Development Goals (SDG). He said after 66 years of the profession in Selangor, urban planning has undergone various evolutions and transformations. On behalf of the urban planning profession in Selangor, I am committed to providing excellent service and dedicated to the inclusive and impactful development planning of the state. He said since 2023, the state government has provided incentives to Selangor local authorities that are recognised as the most sustainable and happiest cities based on Sustainable City Measurement indicators. He said the effort measures the sustainability level of a city and cities in Selangor in 2024 have been rated as sustainable. The programme also saw the presentation of the Sustainable City Award to Selangor local authorities and the Energy and Water Saving Award to residents of the Ampang Jaya Municipal Council for their contributions to achieving SDG.

It was nearly flat against the Indonesian rupiah at 277.6/278.7 compared to 277.6/278.1 previously. It remained unchanged against the Philippine peso at 7.48/7.51 versus 7.48/7.49 at Mondays close.
