China Will Use AI To Disrupt Elections in the US, South Korea and India, Microsoft Warns - Slashdot - 5/04 10:42 pm

China will attempt to disrupt elections in the US, South Korea and India this year with artificial intelligence-generated content after making a dry run with the presidential poll in Taiwan, Microsoft has warned

the United States head to the polls, we are likely to see Chinese cyber and influence actors, and to some extent North Korean cyber actors, work toward targeting these elections," the report reads. Microsoft said that "at a minimum" China will create and distribute through social media AI-generated content that "benefits their positions in these high-profile elections." The company added that the impact of AI-made content was minor but warned that could change. "While the impact of such content in swaying audiences remains low, China's increasing experimentation in augmenting memes, videos and audio will continue -- and may prove effective down the line," said Microsoft. Microsoft said in the report that China had already attempted an AI-generated disinformation campaign in the Taiwan presidential election in January. The company said this was the first time it had seen a state-backed entity using AI-made content in a bid to influence a foreign election. Read more of this story at Slashdot.

Taiwan tours still on for Malaysians - Sinchew - 5/04 7:40 am

Taiwan tour packages signed up by Malaysians are to proceed as planned

director of Waikiki Travel & Tours Sdn Bhd said safety was the priority and tourists would not be visiting areas affected by the earthquake. Tours to Hualien have been diverted to other places, said Pan. The worst case from the byproduct of this political opportunism of one political figure is the rise of religious vigilantism. There were two cases reported, one in Kota Kinabalu and the other in Kuala Lumpur. It was reported that a group of Malay Muslims, complete with silat or martial art teacher confronting people who were said to be insulting Islam in the stocking case. It was a mercy that these two victims of gangsterism were not hurt. I wonder how Akmal would feel if these two victims were hurt, maimed or killed. Whose fault would it be? What price should we pay for political opportunism? Malaysians have signed up for tour packages to visit Taiwan during the Hari Raya break next week. On Wednesday, Taiwan has been hit by a magnitude 7.2 earthquake off its eastern coast with some severe demage reported in Hualien County. The earthquake was said to be biggest in 25 years, where buildings collapsed and people were still experiencing aftershocks. Mint Leong, the Deputy President of the Malaysian Inbound Tourism Association (MITA), said April is not a peak season for Malaysian tourists and the impact is minimal. She has not received news of Malaysian tourists stranded in Taiwan. Wisma Putra also issued a statement to state no Malaysians were affected by the earthquake in Taiwan.

The new move appears to be a way to bring influential users with lower follower counts (journalists largely) into the fold. So what prompted this? X may have decided it needs more journalists with blue checks. In the wake of recent events (the Taiwan earthquake, Turkey elections, Baltimore bridge collapse), some users complained that X is no longer the gold standard breaking news platform that Twitter used to be. That's likely because journalists, who discover or amplify such news, have seen reduced prominence while X's algorithms amplify blue check content and replies. That means know-nothing or shitcoin promoters with 25 followers who paid 8 bucks will appear atop replies, rather than an experienced journalist who can furnish useful, truthful information. With the blue check now being a mark of shame in many cases, a fair number of the users who regained one aren't necessarily happy about it. "Shit, I've been forcibly bluechecked. Philippines cancels tsunami warning after Taiwan earthquake - SUN - 4/04 2:32 pm

MANILLA : The Philippines cancelled a tsunami warning in the countrys north on Wednesday, hours after a major earthquake struck neighbouring Taiwan

after a couple of hours. Based on available data of our sea level monitoring stations facing the epicentral area, no significant sea level disturbances have been recorded since 07:58 am (2358 GMT Tuesday) up until this cancellation, the state seismology agency said in an advisory. The agency had initially warned of high tsunami waves based on wave models. The quake struck Taiwans east just before 0000 GMT, the US Geological Survey (USGS) said. Marjorie Ablao from the Aparri municipal disaster office in Cagayan province said residents had refused to leave their coastal homes despite the tsunami threat. We have yet to receive any report of actual evacuations, she said. On Itbayat island municipality, which is part of Batanes province and is about 350 kilometres (217 miles) south of the epicentre of the quake, residents were unbothered by the tsunami warning. We do not need to evacuate anyone because no one here lives below 100 metres above the waterline, police corporal Jerome Estoy told AFP. We did not feel the earthquake but we saw the tsunami advisory. Estoy said local fishermen had been warned to be careful but were allowed to go out to sea, and normal inter-island ferry services were operating. The seismological agency corrected an earlier advisory that said 23 provinces would be affected by the tsunami. The advisory did not affect the capital Manila.

Nine dead, 900 injured in most powerful Taiwan quake - SUN - 3/04 9:00 pm

TAIPEI : At least nine people were killed than 900 injured Wednesday by a powerful earthquake in Taiwan that damaged dozens of buildings and prompted tsunami warnings that extended to Japan and the Philippines before being lifted

island in decades, and warned of more tremors in the days ahead. Strict building regulations and widespread public disaster awareness appear to have staved off a major catastrophe for the earthquake-prone island, which lies near the junction of two tectonic plates. We were very lucky, said a woman surnamed Chang, who lived next door to a printing press warehouse near the capital that virtually pancaked in the quake, but all 50 inside at the time were plucked to safety. Many of the decorations at home fell on the floor, but people were safe. Wu Chien-fu, director of Taipei's Central Weather Administration's Seismology Center, said the quake was the strongest since one of 7.6-magnitude struck in September 1999, killing around 2,400 people in the deadliest natural disaster in the island's history. Wednesday's magnitude-7.4 quake hit just before 8:00 am local time (0000 GMT), with the United States Geological Survey (USGS) putting the epicentre 18 kilometres (11 miles) south of Taiwan's Hualien City, at a depth of 34.8 kilometres. Three people among a group of seven on an early-morning hike through the hills that surround the city were crushed to death by boulders loosened by the earthquake, officials said. Separately, the drivers of a truck and a car died when their vehicles were hit by tumbling rocks, while another man died at a mine quarry. The National Fire Agency did not immediately offer details on the other three deaths, but said all the fatalities had been in Hualien county, adding that 946 people had been injured without specifying how seriously. Social media was awash with shared video and images from around the island of buildings swaying as the quake struck. It was shaking violently, the paintings on the wall, my TV and liquor cabinet fell, one man in Hualien told broadcaster SET TV. Dramatic images were shown on local TV of multi-storey structures in Hualien and elsewhere tilting after the quake ended, while a printing warehouse in New Taipei City crumbled. The mayor there said more than 50 survivors had been successfully plucked from the ruins of the structure. Local TV channels showed bulldozers clearing rocks along the main route to Hualien, a mountain-ringed coastal city of around 100,000 people that has been cut off by landslides. The main roads leading to the city pass through an extensive series of strongly built tunnels -- some of them kilometres long -- and officials said dozens of people could be trapped in vehicles inside. Dozens of miners were also out of reach at a quarry in Hualien. We must carefully check how many people are trapped and we must rescue them quickly, president-elect and current Vice-President Lai Ching-te told reporters in Hualien. Engineers were also working to repair the main railway track that runs south from the capital down the eastern seaboard, which had been cut off in several places. - Regional impact - In Taiwan, Japan and the Philippines, authorities initially issued tsunami warnings but by around 10;00 am (0200 GMT), the Pacific Tsunami Warning Center said the threat had largely passed. In the Taiwanese capital, the metro briefly stopped running but resumed within an hour, while residents received warnings from their local borough chiefs to check for any gas leaks. Across the Taiwan Strait, social media users in China's eastern Fujian province and elsewhere said they also felt strong tremors. Residents of Hong Kong also reported feeling the earthquake. China, which claims self-ruled Taiwan as a renegade province, was paying close attention to the quake and willing to provide disaster relief assistance, state news agency Xinhua said. Fabrication at Taiwan Semiconductor Manufacturing Company -- the world's biggest chip maker -- was briefly interrupted at some plants, a company official told AFP, while work at construction sites for new plants was halted for the day.

Malaysians in Taiwan count their lucky stars for escaping unhurt amid powerful earthquake - SUN - 3/04 8:15 pm

KUALA LUMPUR : Two Malaysians in Taiwan thanked their lucky stars for escaping unhurt amid a powerful earthquake that struck the east-coast region on Wednesday morning

earthquake struck. It was still early and I was the only one in the office at that time. I had just switched on my computer when suddenly I felt the building shaking violently. It was really frightening as things around me began falling. But I managed to stay calm inside my office until the tremor stopped and then ran out from the building, she told Bernama via WhatsApp. Lo said except for some damages to the infrastructure and facilities, everyone in her organisation was safe and accounted for. There are still aftershocks occurring even at this moment as I am texting to you, she said. The 7.2 magnitude earthquake that struck on 7.58 am Wednesday, was strongest to occur in Taiwan in 25 years. At least seven people were reportedly killed and over 700 people were injured in the disaster while dozens of people were also fear trapped. The earthquake has caused damage to properties as well as disrupted electricity supply, and public transportation services. The shock was felt across the island, including the capital city of Taipei, which is about two hours from Hualien. Meanwhile, another Malaysian, Isaac Yong who is currently residing in Taipei said he was jolted from his sleep by the quake. I was still sleeping when I felt the tremor and thought it was just a normal tremor. But it got worst and small things in my apartment which is on the sixth floor started to fall and break. We would experience light tremors from time to time and we can just stay put where we are until it was over. But this time the tremor was very strong and really scary, said Yong who has been living in Taipei for 16 years when contacted by BERNAMA. The business owner who hailed from Melaka said he took shelter under a table and as soon as the tremor stopped he dashed out from the building. Yong added that although daily routine had returned to normal by evening, most people remain on high alert. The local authority will send emergency alert to all mobile numbers. For us Malaysians in Taiwan, we have a chat group where we will constantly share information on safety measures to be taken in the event of an earthquake, he said. The Malaysian Foreign Ministry reported that so far no Malaysians affected by the earthquake.

Taiwan earthquake - Four dead, dozens injured - SUN - 3/04 2:49 pm

TAIPEI : At least four people were killed and nearly 60 injured Wednesday by a powerful earthquake in Taiwan that damaged dozens of buildings and prompted tsunami warnings that extended to Japan and the Philippines before being lifted

Weather Administrations Seismology Center. Strict building regulations and disaster awareness appear to have staved off a major catastrophe for the island, which is regularly hit by earthquakes as it lies near the junction of two tectonic plates. Wu said the quake was the strongest since a 7.6-magnitude struck in September 1999, killing around 2,400 people in the deadliest natural disaster in the island's history. Wednesday's magnitude-7.4 quake struck just before 8:00 am local time (0000 GMT), with the United States Geological Survey (USGS) putting the epicentre 18 kilometres (11 miles) south of Taiwan's Hualien City, at a depth of 34.8 kilometres. Three people among a group of seven on an early-morning hike through the hills that surround the city were crushed to death by boulders loosened by the earthquake, officials said. Separately, a truck driver died when his vehicle was hit by a landslide as it approached a tunnel in the area. Social media was awash with shared video and images from around the country of buildings swaying as the quake struck. I wanted to run out, but I wasnt dressed. That was so strong, said Kelvin Hwang, a guest at a hotel in the capital, Taipei, who sought shelter in the lift lobby on the ninth floor. Dramatic images were shown on local TV of multi-storey structures in Hualien and elsewhere tilting after it ended, while a warehouse in New Taipei City crumbled. Local TV channels showed bulldozers clearing rocks along roads to Hualien, a mountain-ringed coastal city of around 100,000 people that was cut off by landslides. President Tsai Ing-wen called for local and central government agencies to coordinate with each other, and said that the national army would also be providing support. The National Fire Agency confirmed the death toll, adding nearly 60 people had been treated for quake-related injuries. - Regional impact - In Taiwan, Japan and the Philippines, authorities initially issued a tsunami warning but by around 10 am (0200 GMT), the Pacific Tsunami Warning Center said the threat had largely passed. In the capital, the metro briefly stopped running but resumed within an hour, while residents received warnings from their local borough chiefs to check for any gas leaks. Taiwan is regularly hit by earthquakes as the island lies near the junction of two tectonic plates, while nearby Japan experiences around 1,500 jolts every year. Across the Taiwan Strait, social media users in China's eastern Fujian province, which borders Guangdong in the south, and elsewhere said they also felt strong tremors. The vast majority of quakes around the area are mild, although the damage they cause varies according to the depth of the epicentre below the Earth's surface and its location. The severity of tsunamis -- vast and potentially destructive series of waves that can move at hundreds of kilometres per hour -- also depends on multiple factors. Japan's biggest earthquake on record was a massive 9.0-magnitude undersea jolt in March 2011 off Japan's northeast coast, which triggered a tsunami that left around 18,500 people dead or missing. The 2011 catastrophe also sent three reactors into meltdown at the Fukushima nuclear plant, causing Japan's worst post-war disaster and the most serious nuclear accident since Chernobyl. Japan saw a major quake on New Year's Day this year, when a 7.5-magnitude tremor hit the Noto Peninsula and killed more than 230 people, many of them when older buildings collapsed.
